Pre-Qualification

California Assembly Bill (AB) 1565 went into effect on January 1, 2014.  AB 1565 requires ALL General Contractors and M/E/P Subcontractors to be prequalified if the project is valued at $1 million or more and funded whole or in part with State Facility Bond funds.

Public Contract Code 20111.5 enables districts to require prime contractors to be prequalified prior to accepting bids.

Public Contract Code 20111.6 requires the district to do so for certain projects. This applies to prime contractors and MEP sub-contractors with the following licenses:

  • General Contractors (A and B), Mechanical, Electrical, and Plumbing subcontractors (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46)

  • The District must receive complete applications at least ten (10) business days prior to the scheduled bid opening on any advertised project in order for the candidate to qualify for a project in excess of $1,000,000 and partially funded by the State. Pre-qualification approval will remain valid for one (1) calendar year from the date of notice of qualification except as noted in the pre-qualification documents.

CUPCCA (informal bidding)

(a) Public projects of seventy-five thousand dollars ($75,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order. (b) Public projects of two hundred twenty thousand dollars ($220,000) or less may be let to contract by informal procedures as outlined in this article. (c) Public projects of more than two hundred twenty thousand dollars ($220,000) shall, except as otherwise provided in this article, be let to contract by formal bidding procedures. (Amended by Stats. 2024, Ch. 953, Sec. 2. REQUEST FOR QUALIFICATIONS AND PROPOSALS (RFQ/P) # 2026-LLB-01 LEASE-LEASEBACK CONSTRUCTION SERVICES

Cabrillo Unified School District (“District”) is seeking proposals from qualified persons, firms,
partnerships, corporations, associations, or professional organizations to provide
constructability review, value engineering, master scheduling, cost estimating, budgeting,
and construction services for the development and construction for the Half Moon Bay High
School Priority Projects (“Project”), in accordance with the lease-leaseback structure set forth
in Education Code section 17406, et seq.


The Request for Qualifications and Proposals (“RFQ/P”), which includes instructions for its
completion, is enclosed for your consideration. Respondents to this RFQ/P shall submit a
completed Statement of Qualifications (“SOQ”) along with the Proposal (collectively “RFQ/P
Packet”). Respondents must deliver one (1) electronic copy of the RFQ/P Packet conforming
to the requirements of this RFQ/P via the District's file share system. Hard copies will not be
required or accepted. RFQ/P submittals shall be addressed to:

ALL RESPONSES ARE DUE BY 2:00 P.M. ON THURSDAY, JULY 16, 2026. Oral,
telegraphic, facsimile, telephone, mail or hard copies of RFQ/P Packets will not be accepted.
RFQ/P Packets received after this date and time will not be accepted.

Mandatory informational meetings will be conducted on THURSDAY, JUNE 25, 2026, at
10:00 A.M. and TUESDAY, JUNE 30, 2026 at 10:00 A.M. The meetings will be held at Half
Moon Bay High School, 1 Lewis Foster Drive, Half Moon Bay, CA 94019, in the Library. Late
arrivals will not be admitted into the meeting. Respondents must attend at least one of these
meetings. Attendance at both meetings is not required.

This Project is subject to labor compliance monitoring and enforcement of compliance with
prevailing wage requirements by the Department of Industrial Relations pursuant to Labor
Code § 1771.4, and skilled and trained workforce requirement pursuant to Public Contract
Code § 2600. Contractors of all tiers must be currently registered and qualified to perform
public work pursuant to Labor Code § 1725.5. All Respondents must be prequalified by the
District in accordance with Public Contract Code § 20111.6. First tier electrical, mechanical
and plumbing subcontractors must be prequalified prior to the time subcontractor bids are
submitted.

Cabrillo Unified School District invites bids from licensed contractors for playground civil site work at Farallone View Elementary School.

Project: Farallone View Elementary School — Playground Civil Site Work Location: 1100 Le Conte Avenue, Montara, CA 94037

Scope of Work This contract covers civil site work only, including demolition, grading, drainage, concrete flatwork, asphalt, erosion control, and sod installation.

The following items are expressly excluded from this contract and will be procured separately by the District:

  • Pour-in-place rubber surfacing
  • Playground equipment and installation
  • Irrigation system
  • Post-installation watering and establishment of sod

Bidders should note that while the contractor is responsible for sod installation, all watering and post-installation care of the sod is excluded from this scope. Please review the contract documents carefully for full scope details.

Bid Opening: Bids will be publicly read aloud immediately following the deadline at the District Office, 498 Kelly Avenue, Half Moon Bay, CA 94019.

Contractor Requirements Contractors must hold a valid California contractor's license (Class A and/or B) and must be registered with the Department of Industrial Relations prior to submitting a bid (Labor Code §1725.5). Prevailing wages apply.

Questions Regarding Bid no. IFB-002.2026

QUESTION 1: Does the project fall under a Project Labor Agreement (PLA), Collective Bargaining Agreement (CWTA), or Master Trade Partner Agreement (MTPA)?

ANSWER: This project is not subject to a Project Labor Agreement, Collective Bargaining Agreement, or Master Trade Partner Agreement. This is a public works competitive bid subject to California prevailing wage requirements pursuant to Labor Code section 1770 et seq.

QUESTION 2: Is pre-qualification required?

ANSWER: Pre-qualification is not required for this project. Bidders must hold a valid Class A and/or B California contractor's license and be registered as a public works contractor with the Department of Industrial Relations pursuant to Labor Code section 1771.1 at the time of bid submission.

QUESTION 3: What is the estimate for this project?

ANSWER: The District will not be providing an engineer's estimate prior to bid opening in order to preserve competitive bidding integrity.

QUESTION 4: Page 170 calls for General Liability Insurance limits of $5,000,000 per occurrence with a $10,000,000 aggregate, while Page 236 calls for $2,000,000 per occurrence with a $4,000,000 aggregate. Page 170 calls for Builders Risk limits of full replacement value while Page 237 calls for full value of contract. Page 170 calls for Pollution Liability of $1,000,000 with a $2,000,000 aggregate while Page 237 calls for $0.

ANSWER: The Special Conditions (Document 00 73 13) govern over the General Conditions (Document 00 72 13) with respect to insurance policy limits. The applicable limits for this project are those set forth in the Special Conditions as follows: Commercial General Liability — $2,000,000 per occurrence, $4,000,000 aggregate; Builder's Risk — full value of Contract; Pollution Liability — $0. An addendum will be issued confirming this clarification.

QUESTION 5: Specification Section 32 10 12 calls for the contractor to water turf, but Page 247 states that watering will be performed by the District.

ANSWER: Post-installation sod watering is the District's responsibility. The contractor's scope is limited to sod installation only. The Summary of Work (Document 01 11 00) governs over any conflicting language in the technical specifications regarding sod watering. An addendum will be issued confirming this clarification.

QUESTION 6: Page 144 states "Provide Field Office" but the pre-bid site walk indicated no field office is required.

ANSWER: No contractor field office is required for this project. Document 01 52 13 (Field Offices) was inadvertently included in the bid package and is hereby superseded and withdrawn. An addendum will be issued removing Document 01 52 13 from the Contract Documents in its entirety.

QUESTION 7 (raised verbally at pre-bid site walk, May 8, 2026): Is the strip of asphalt located to the east of the playground area included in the demolition scope?

ANSWER: Yes. Upon review of the Contract Documents, the strip of asphalt located to the east of the playground area is included in the demolition scope. Bidders should include the removal of this asphalt in their base bid. An addendum will be issued confirming this clarification.
